The Right Approach
Forcing a frightened dog forward makes fear worse. Carrying them to a "safe" zone then letting them walk back teaches them that shutting down = being carried (which many dogs enjoy — accidental reinforcement). The correct approach is gradual desensitization from the doorway out.
Start with the dog wearing the harness inside, walking to the front door, getting a treat, going back inside. Then outside the door, treat, back inside. Then one step down the path. Build in tiny increments over days and weeks. Never push past the point of visible anxiety.

A harness that's uncomfortable or scary to put on makes walk refusal worse — the negative association starts before you even get to the door. A properly introduced, comfortable harness with a padded chest plate is less aversive and reduces the pre-walk anxiety that compounds into walk refusal.
